That will open a page where you will see help related to the relevant topic. For example, if you click the question mark icon next to a Search button, you'll see help information about searching. 

The help pages are not specific to the FE Subscription Collection as all other EBSCO research databases work in the same way. That said, the pages are extremely detailed and there is a user's guide to EBSCO ebooks (see link below)

The help page opens as a pop-up page, so make sure you have pop-ups enabled in your browser options.
